    Please keep in mind, Open Gym times vary each month. During peak hours (after school and on weekends) Open Gym may reach maximum capacity. Please call 412-487-7870 ext. 1370 for additional information, including current capacity of the gym. 

    Open gym is FREE with a Fitness or Center Membership and $3 per day for a non-member. 

    Open Gym time is designated for non-structured free play opportunities. Scheduled, organized team practices and / or private instruction is not permitted during open gym times. 

    Any children under 10 years of age must be accompanied at all times by an adult (18 or older) as is the policy throughout the Community Center.

  • The Township of Hampton Department of Community Services (D.C.S) offers 3 miles of hiking trails within Hampton Community Park that provides hikers with a wide variety of scenery and terrain. Hikers of all abilities can find a trail suitable to their skill level for no charge. Always use the trails with courtesy and safety in mind. The township publishes a listing of all hiking trails and is available in the D.C.S office.   • Hunting on any Township of Hampton property, including Hampton Community Park, is prohibited. No exception! Anyone caught hunting will be prosecuted to the fullest extent of the law.

  • The Township of Hampton Department of Community Services tries to keep its park and facilities in excellent condition, but occasionally vandalism, misuse, neglect, or wear can leave a fixture in need of repair. If you witness damage to a park facility, please call us at 412-486-0400, extension 1370, to report the problem. For situations that warrant police assistance you should call 911. The Township of Hampton thanks you for your concern and assistance in these matters.

  • Volunteers are always welcome at the Township of Hampton Department of Community Services. We seek warm and enthusiastic people of all ages to volunteer a few hours or a few days a week to help out the department and their fellow citizens in the process. While need for certain positions varies from year to year and season to season, volunteers work throughout the department filling such roles as special events assistance, and athletic coach. Volunteers are unpaid citizens donating their time; people interested in employment should apply for jobs through the Department of Community Services office.     Pavilions can also be rented, in person, at the Hampton Community Center Service Desk during regular hours of operation. 

    Park pavilion reservations for Township residents will be accepted on a year-round basis, up to one year in advance. Nonresidents reservations will be accepted beginning April 1st of each year.

    • Advertising flyers and signage are prohibited
    • Beer / Alcoholic beverages are permitted in the park with a permit
    • Camping is prohibited except by permit
    • Charcoal use is restricted to barbecue grills, and no open fires are permitted
    • Dogs must be on a leash
    • Littering, dumping, firearms, hunting, and excessive noise are not permitted
    • Motorized vehicles are not permitted off roadways and are to park in designated areas only
    • No swimming, wading, ice skating or boating permitted on any park pond
    • Overnight parking is prohibited
    • Pavilions are available for rental
    • Pets are not permitted in pavilions, athletic fields/courts, playgrounds, pool

    The observance of these rules will help to make the park a safe and enjoyable experience for all who visit.   • The Township of Hampton Department of Community Services maintains 6 tennis courts in the community park located in the Sports Court Complex. These courts are not lighted and are open for free public use everyday except during department tennis lessons and school district tennis matches. Tennis courts may not be reserved. Participants provide their own racquets and balls; additional rules are posted by the courts. The Department of Community Services offers youth and adult tennis lessons during the summer.   • All members of the Community Center and Fitness Area must scan their membership ID at the Community Center Service Desk upon arrival. Membership ID cards will be issued to you at the Community Center Service Desk when you register for a membership. Member ID cards will automatically update when you renew your memberships, so be sure to keep your ID cards from year to year. 

    if you register for a new membership online, please visit the Community Center Service desk to have your photo taken for your member ID card. 

    If you do not have a membership and would like to use the Community Center facilities such as the track, fitness area and youth and adult lounges there is a $6 daily guest pass available. Please check in at the Community Center Service Desk upon arrival to pay for your daily pass and for any additional instructions or guidance that you should need. 

    All patrons who are 9 years of age and under must be supervised at all times by an adult 18 years of age or older. This includes the gymnasium area during open gym time.

  • If you are experiencing problems with your sewer service, there are many things that may be causing it. In all cases, you should first determine whether the problem is local to your home or is being experienced by your neighbors as well. If many homes are suffering from the same problem, you should call the Township of Hampton's Environmental Services Department to inform them of the situation. If the problem is just in your home, there are different choices you should make depending on the situation. If you have slow drainage, you may have a blockage in your system, most often caused by disposing cooking grease and large foreign objects in the sewer system. Tree roots also can cause sluggish drainage when they infiltrate the sewers. Contact the Environmental Services Department first at 412-486-0400, extension 1312 or 1303, between 7 a.m. and 4:30 p.m., Monday through Friday, to see if they can help you quickly solve your problem or refer your problem to a specialist. If you have a sewer backup up problem after business hours, contact the Hampton Township Police Department by dialing 911.

  • In one simple word...NO!! 

    Pre-moistened towelettes called "wet wipes" are becoming an increasing trend in our bathroom culture.  Due to the convenience and comfort they offer, more people are opting to buy these wet wipes instead of traditional toilet paper.  The fact that many of these wipes are being marketed as flushable, keeps them competitive with their paper rival as users are not forced to find some alternative means of disposing of them.  

    Unlike toilet paper, which normally dissolves in no longer than 24 hours, wet wipes may dissolve for weeks or months causing clogs that will have to be fixed by a professional plumbing service.  Furthermore, if you have tree roots that are spidering into your sewage pipes, then these "flushable" wipes, these wet wipes could get caught on the roots that are making their way through your piping causing blockages.  

    And the problem doesn't stop there.  If the wet wipes make it past your sewage plumbing, it may still cause problems through the Township's main sewer lines and also at it's sewage treatment plant.  The Township's sewage treatment plant has been experiencing clogs and other problems associated with wet wipes for years.  The plant struggles with aging infrastructure for years and the problem with "ragging" - when baby wipes, dental floss, paper towels, facial tissue, and other items not designed for flushing entangle sewer pumps.

  • Building permits, both commercial and residential, are required in the Township of Hampton to erect, modify, remove or repair all structures. This includes everything from new building constructions and additions to accessory structures such as sheds, garages, and fences. A permit is also required for signs, both temporary and permanent. Supplemental documents such as a survey or plans are required for most building permits. The specific supplemental items required to obtain a building permit depend on what type of permit application you will need.  By State law, the Township has 15 business days to process residential building permits and 30 business days to process commercial building permits; however, turn-around time is often 1-2 weeks, depending on the complexity of the review.  

    Building permits vary in cost and scope according to the type of construction. The basic building permit fees and supplemental requirements are listed on each individual application.   • Based on the Township's Stormwater Management Ordinance, on-lot stormwater controls are required after the total amount of new impervious surface area added to a property exceeds 400 square feet. Impervious surfaces include paving, new gravel area, roof area, or any other hard surface that water will not absorb through. This number is tracked cumulatively across all new projects that have been undertaken since 2008. So if you plan to add over 400 square feet of new impervious surface area, whether that's via one project or multiple smaller projects that add up to over 400 square feet, you will need to install stormwater controls to mitigate the new runoff that will be generated. We live in one of the most flood-prone states in the country and in recent years, heavy storms have become more common creating many flooding issues for downstream properties. These stormwater requirements aim to prevent flooding on adjacent properties and to reduce the flooding impacts to the area's streams. However, these options are not "one-size fits all" and the best solution for your particular property may need to be designed by a stormwater engineer. Please feel free to call the Permitting Office for more information.

  • All new construction projects will require the issuance of an approved permit prior to the start of construction. The following types of construction that require permits may include, but are not limited to; new construction (new homes, additions, new commercial structures), renovations (commercial renovations and some kinds of residential renovations), decks, hot tubs, pools (both in-ground and above-ground), fences, invisible fences (or underground fences) for pet containment, sheds, and hard (impervious surfaces) over 400 square feet in size.  This list is not all inclusive and your project may or may not qualify.  Please contact the Permitting Office for more information about whether a permit is needed for your project.

  • By State law, the Township must provide an answer on all residential permit applications within 15 business days and on all commercial permit applications within 30 business days.  The typical turnaround time for permit reviews is 1-2 business weeks; however, much of the timeframe depends on the complexity of the review and the number of departments that must review the permit application.  For status updates on your permit application, please contact the Permit Clerk at 412-486-0400 x 1304 or permitting@hampton-pa.org

  • The building code contains prescriptive methods for most types of construction. Essentially this means that the International Codes Council publishes a series of method of construction for various types of projects, which a homeowner can follow to be assured that their project is "up to code." As such, if a property owner or contractor supplies plans that follow the relevant prescriptive methods outlined in the current building code, those plans do not need to be designed or stamped by an engineer (or architect - depending on the situation). However, some projects to require "engineered" plans. The following list covers some of those instances; however it is not all-inclusive. Please contact the Permitting Office to determine if your specific project will need engineered plans. 

    • If you are proposing a construction method that is not covered in the code, then you will need to supply engineered plans.
    • If you are building a deck that will support an additional weight (i.e. free-standing roofs/pergolas, hot tubs, built-in kitchens, or storage buildings), these plans must be designed and stamped by a PA certified engineer.
    • If you are constructing a retaining wall that is over 4' high, you will need to submit engineered plans for the wall
    • If you are using a pre-engineered building material (i.e. an engineered truss), you will need to submit an engineered plan, which is often provided by the manufacturer with the purchase of the material. A stamped manufacturer's spec sheet is acceptable in this case.  
    • Plans for an entirely new house must be stamped by a PA certified architect or engineer. 
    • Plans for an entirely new commercial structure must be stamped by a PA certified architect or engineer. 

    As stated above, this list is not all-inclusive. Please contact the Permitting Office to determine if your specific project will need engineered plans.

  • No - Hampton Township requires a fence around all pools that are in-ground or semi in-ground. This applies to all pools with a wall height that is less than 48". Although there are options for commercially available for an automatic cover, that cannot be used instead of a fence. This is for safety reasons. The fence must meet all requirements in the 2018 International Residential Code, including being at least 48" in height, with a self-latching and self-locking gate. Pools with a wall height that is 48" or higher (above ground) do not need a fence as long as there is no deck or stairs leading to the pool. In that case, a flip-up/locking ladder may be used instead of a fence.

  • All installations or improvements of driveways on Township-owned roadways require the submission of a Driveway Improvement Permit.  Link to form: Driveway Improvement Permit

    If you are installing more than 400 square feet of impervious surface area on your property (which includes concrete, asphalt, or packed gravel), you will need to  obtain a permit for this work and install Township approved on-site stormwater management controls.

    If you are converting an existing gravel driveway or patio area into a paved surface, and the new area exceeds 400 square feet, you will need to obtain a permit for this work and install Township approved on-site stormwater management controls.

    Additionally - the State requires that ALL projects using machinery for excavation must be reported via the PA-One Call System.  This can be done on the PA One Call Website - https://www.pa1call.org/PA811/Public/  or by calling 811.

  • While steams and creeks can provide natural beauty, they also come with restrictions. Hampton Township requires a 50' setback from the top of any watercourse when constructing something or creating any type of disturbance to the ground. For certain projects, including those that involve an encroachment within the floodway, separate permitting through the PaDEP is required by the State. Work that is being performed within a FEMA identified floodplain may require additional floodproofing measures and permitting as well. For an exact list of requirements, please contact the Land Use Office.

  • The Township's staff is here to discuss projects and provide guidance to residents and contractors in meeting the Township's requirements; however, residents often want to get a verbal answer on whether a project is feasible while having discussions with staff. Please be aware that the official review of any permits, plans, plan changes, projects, or other hypotheticals will only occur once the required paperwork has been submitted. This is necessary so we can check for things you may not be aware of, either in the codes or on your property. Things such as utility line easements or private rights-of-way can be easily overlooked during planning but present a challenge to construction. Something that seemed ok in concept may need to meet additional requirements after a review of the survey. For this reason, a final "ok" is never given verbally and expenditures related to a planned project should never be spent until written approval is provided from the Township. This policy is in place as a protection for residents so they can have the Township's approval of their project in writing and the assurance that they can proceed without questions or challenges from staff or neighbors.

  • In order to build a fence in the Township of Hampton, one must obtain a fence permit. The requirements for building a fence are found in Section 310-72 of the Zoning Ordinance No. 776.   • The keeping of chickens on residential properties is permitted only in the RA, RB, CA, and CB zoning districts, subject to the following regulations:

    • A permit is required (fee: $50.00). Please see the "Permits" page to download the application or stop by the Permitting Office to pick up a copy. 
    • The property must be at least 20,000 square feet in size (about 1/4 acre)
    • The property must be used for a single-family dwelling (not permitted on townhouse, duplex, or condominium lots).
    • Residents who a part of a homeowners' association must obtain approval from their HOA.
    • The keeping of chickens can only be be for personal use. The selling of chickens, eggs, manure, roosters, or anything else related to this use is prohibited. The butchering of chickens on-site is also prohibited.
    • For properties up to 1 acre, a maximum of 5 chickens are permitted. For properties over 1 acre, a maximum of 10 chickens are permitted. 
    • Male chickens over the age of 6 months (i.e. roosters) are not permitted.
    • Renters must supply written permission from the property owner or landlord when applying for a chicken permit.
    • Chickens must be kept within an enclosed structure (i.e. coop), which must be fenced-in.
      • The coop must be set back at least 40' from all property lines and must be in the rear yard (for corner lots only, the coop may be in the side yard).
      • The coop must be surrounded by a fence, which must be set back at least 25' from all property lines and must restrict the chickens' grazing area to the side yard (for corner lots only, the fence may be enclose the side yard). 
      • A combined fence/coop structure may be used, and must be set back at least 40' from all property lines and must be in the rear yard (for corner lots only, the structure may be in the side yard). 
      • All coops must be at least 6 square feet in size, with an additional 2 square feet for each chicken over 5 in number.
      • Coops must be covered, predator-proof, thoroughly ventilated and of sufficient size for the chickens to be able to move around freely. Coops must be enclosed on all sides and have doors and openings covered in material to prevent vermin and predators from entering.
      • No scrap or mismatched material may be used in the construction of the coop. The coop must be pained or stained a color that is "in harmony" with the surrounding area.
      • Coops must be maintained and sanitized regularly to prevent vermin and obnoxious odors.
      • Feed and droppings must be stored in secured, rodent-proof containers or within an enclosed structure. If stored outside, all feed/waste containers must be set back at least 40' from all property lines.
      • Any vacant coops must be removed within one (1) year.
    • Residents are responsible for preventing excessive noise, offensive odors, or unsanitary conditions that disturb neighbors or threaten the public health. The keeping of chickens and storage of any associated waste or feed may not create conditions harmful to the public health or which create safety hazards, odors, unsightliness, or public nuisances.

  • A building permit is required prior to construction of all above ground and in-ground swimming pools, hot tubs, and similar structures. Portable spas that simply plug in may not require a permit. All in-ground pools must have a 4 foot high fence with a locking gate.

    All above-ground pools which are two to four feet in depth need to have a fence with a locking gate. Above ground pools over four feet do not need a fence, however they must have a removable ladder.   • Before excavating on your property where utilities such as electric, water, telephone and gas lines are buried, state law requires that you notify the affected utilities at least 10 days prior to digging. The utilities then have 3 days to locate their utilities for you. This service is better known as PA One Call. This law is designed to protect you from serious injury and the liability that digging could cause.
    Depending on the scope of work, grading and filling projects on both residential and non-residential properties require an Earth Disturbance Permit. You are required to apply for an Earth Disturbance Permit before excavation can begin. The cost of such permits vary dependent on the nature of the work.   • Hampton Township does allow property owners to rent out their property as a short-term rental under Ordinance No. 857 (passed in 2022); however, you must apply and be approved for a permit through the Land Use Department. Property owners cannot rent out their house for more than 180 days per 12 month period. Neighbors of the property will receive notice when a permit application is filed and will have a chance to appeal the application to the Township's Zoning Hearing Board if they feel aggrieved by this potential use.   • If you are planning a construction project in the Township of Hampton that will involve the demolition of a structure, contact the Township of Hampton Permitting Office to learn all the required and recommended steps to perform demolition work. These include written releases from all utility companies certifying that services have been disconnected and an asbestos exemption certificate, when applicable. Please contact the Township Permit Clerk for the most current fee schedule.

  • Property in the Township of Hampton is divided into several zoning districts with classifications such as conservation, residential, industrial, or commercial. Different districts have different stipulations as to what type of uses are permitted. When a property owner wishes to establish a use that is not considered a permitted use but is listed as a Conditional Use, they may apply to the Township of Hampton for Conditional Use approval.

    Conditional Uses are uses on a property that may be granted by the Township Council after receiving recommendations from the Township's Environmental Advisory Council and Planning Commission after a public hearing has been conducted. The conditions for use must still abide by the Comprehensive Plan of the Township, avoid incompatible land uses, and serve the interests of the surrounding community. The Planning and Zoning Department can advise you as to which uses will require Conditional Use approval.

    Please contact the Department of Community Development for the most current fee schedule. The application will go through the Township review process which requires it to be placed on the agenda for the Environmental Advisory Council (EAC), the Planning Commission and Township Council, which includes a Public Hearing. The EAC meetings are usually held on the first Monday of each month, Planning Commission on the second Monday and Council Meetings on the second and fourth Wednesday of the Month. The EAC and Planning Commission meetings begin at 7:00 p.m. and the Township Council meetings begin at 7:30 p.m. All meeting are held at the Municipal Building, 3101 McCully Road and are open to the public. It is strongly recommended that you attend your hearing to answer potential questions or concerns that you may have.   • The Township of Hampton Department of Community Services is always looking for volunteers to keep Township of Hampton roadways clean. Our volunteer litter control program is the Adopt An HT Roadway, which is responsible for monthly litter pick-up along township owned roadways. Volunteers pick up litter monthly along a roadway designated specifically for them. The department is always happy to find individuals and organizations who would like to participate in this program by donating their time to this program which really does make a difference in Hampton Township. In appreciation of the service you provide, work gloves,and trash bags are provided at no cost by the township. Also a sign noting the name of your group will be posted at both ends of the roadway, publicizing the group responsible for the volunteer litter control.   • The Township of Hampton Department of Community Services makes every effort to respond immediately to all repair and maintenance concerns on township roads, but they can always use your help. If you notice township roadways with dangerous cracks or holes, roadways with debris or accumulated snow, rights-of-way that are encroached by bushes, trees, or other obstructions, or damaged or missing traffic signs and street signs, contact the department to report the problem. When you call, be prepared with the location and type of maintenance problem as well as your name and phone number so that the department can contact you for additional information. Leave these details in a message if a person is unable to answer the phone when you call.   • In addition to the maintenance and construction performed by the Township of Hampton, the state and county perform similar work on their roads, routes, interstates, and right-of-ways that run through the Township of Hampton. These state and county roads and projects, while within the Township of Hampton limits, are not controlled, designed or maintained by the Township of Hampton Department of Public Works. State routes and interstates in the township of Hampton include:

  • To better serve the citizens of the Township of Hampton, the Department of Community Services performs ongoing improvements to township roads, curbs and gutters as well as constructing new ones as the need arises. All township roads are on a master schedule to be repaved, resurfaced, or receive other special maintenance every 12 to 15 years. Roads that experience large amounts of wear may be refinished even sooner. These improvements are scheduled on an annual basis according to need and available resources.   • Waste Management provides limited curb service for household trash and recyclables for the following costs:

    • $158.04 every 4 months (2026 rates)
    • Senior Rate: $142.24 every 4 months - 10% discount for persons 65 and over, financial head of household or their spouse must contact Waste Management and send proof of age and residence
    • 5% discount for any resident paying on a yearly basis prior to February 28, 2026 ($450.41 for 2026)
    • Senior Rate for paying on a yearly basis prior to February 28, 2026 (10% senior discount plus 5% paying for entire year up front): $405.38 

    Trash collection in Hampton Township is through an automated system with the garbage hauler (currently Waste Management).  The current contract also includes:

  • The Commonwealth and County have regulations that mandate the pick-up of residential garbage and recycling. Furthermore, as part of these mandates, it does not allow the transportation of garbage/refuse in private vehicles. As such, the Township has an ordinance mandating that all residential households participate in the Township-sponsored program for collection of garbage and recycling. This ordinance was adopted by Township Council a number of years ago in order to bring the Township in compliance with County and State regulations. Should you not participate in the Township-sponsored Waste Management program for the collection of garbage and recycling, you are still responsible for the payment of a garbage bill. Furthermore, Waste Management is well within its legal rights to sue for the collection of all delinquent payments and possibly lien your property.

  • Enacted in 2010, the PA Covered Device Recycling Act (HB-708) requires that consumers not dispose of covered devices, such as computers, laptops, monitors and televisions, with their trash. This means that trash haulers will no longer be able to take covered devices unless the municipality has a curbside electronics collection program that ultimately sends the devices to an electronics recycler.   • As part of the residential solid waste and recycling contract with Waste Management, you have a convenient opportunity to dispose of your household generated special materials- safely, easily and responsibly.   • Yard Waste will be picked up the 3rd full week of each month, from April through November, on the same day as your trash and recycling by Waste Management.   • Rats, the most common pest rodent in this area, are semi-aquatic by habit and are frequently found living in close association with humans. They can create danger because of the diseases they often carry and the destruction they can cause. The Township of Hampton takes steps to control the rodent populations in the township by responding to concerns or complaints about rodents. Homeowners, especially those living in close proximity to a drainage ditch, are urged to keep yard areas neatly cut and trimmed. Pet owners are urged to give their pets only the amount of food that they will consume at a single feeding, and to clean up after their pets on a daily basis. The Resident's Guide to Rodent Control (PDF) is designed to assist you in the control of rats and the environmental conditions that breeds rats.   • This is the 1% tax that is paid by all wage earners including those who are self-employed based on residency in Hampton Township. The revenue collected is shared equally between the Township and the School District. As of January, 2012, Pennsylvania Act 32 took effect which mandates all Pennsylvania employers withhold Earned Income Tax from employee paychecks. Earned Income Taxes for Hampton Township are collected by Keystone Collections. All employees are required to complete a Certificate of Residence form with their employers. It is the employer’s responsibility to get this information to you; however, if your employer’s payroll department is unfamiliar with this form, please suggest that they contact Keystone Collections at 1-888-328-0558. The Township’s / School District’s 6-digit political subdivision code is 710501. It is extremely important that this code is correct when the form is submitted to your employer.

The tax is $52 per person per year and is remitted quarterly by the employer or the self-employed resident to the township’s local services tax collector, Keystone Collections.   • Hampton Township requires a Municipal Lien Letter for the sale or transfer of property and also for a refinance of property. A Lien Letter certifies that there are no municipal claims such as water, sewage, sewer assessment, etc. against the property being sold, transferred, or refinanced. If there is a claim, the letter will provide the amount necessary to satisfy the claim(s). A Lien Letter Request Form must be completed and submitted for processing to the township well in advance of the set or anticipated closing date. Hampton Township requires 10 business days for all sale or refinance transactions. The lien letter form is usually requested by a Title, Settlement Company or an attorney representing the sellers or buyers. The fee for municipal lien letter is $25. The township will issue a lien letter for any municipal claims prior to February, 1996.   • Township of Hampton tax rates are set in December of every year for the upcoming township fiscal year, which runs from January to December. Rates are set by the Township of Hampton Council after consultation and discussion with residents, business owners, and Township officials in hearings and meetings that are open to the public. The local tax millage rate for the 2026 calendar year is 2.9241 mills; 1.979 for general operating purposes, 0.7415 mills for capital improvement purposes, and 0.2036 for fire protection.

Generally, property owners must be at least 60 (be a widow or widower age 50 to 60 years) by December 31 of the current year or provide proof of their total disability, and the owner's combined income with their spouse cannot exceed $30,000 per year. Citizens who meet these qualifications should file an application for real estate tax relief by June 30 to be eligible for relief for that year.   • The Department of Environmental Services and the Municipal Office coordinates the process of dye test and municipal lien and tax certifications for a "sale" closing on a property located in Hampton Township. The application (PDF) for the dye test as well as the list of plumbers (PDF) currently used by Hampton can be downloaded from the website. The application and fee of $40 must be received before a packet for the plumber can be released. The packet can then be picked up at the Reception area. Municipal lien letter packets are periodically mailed to a current list of closing / title companies or attorneys or the packet can be faxed upon request of the attorney or closing/title company.   • Real estate in the Township of Hampton is assessed annually by the Allegheny County, Board of Assessment Appeals and Review at 100% of fair market value. A County assessor will value the property based on the size and type of land and the nature of the development on the property. Reassessment notices are mailed to all property owners in January. The notice shows the assessments for the previous year and the current year, representing the fair market value. Property owners can review a history of assessments made to their property and others in the Township in the real estate property book available in the Tax Office. Property owners who feel that their property has been assessed too high may appeal first to the Allegheny County Board of Assessment Appeals. The office has 2 review procedures. First, they will conduct a formal review on request without a formal petition and adjust the assessment as necessary. If the owner still disputes the ruling, they can file a formal petition with the office to have a reassessment based on one or more qualifying grounds. If the matter is still unsettled, a court hearing can take place to solve the disagreement.   • The Township of Hampton Council and the Hampton Township School Board each adopt a real estate tax rate in December of each year for the upcoming fiscal year. This rate is a percentage of the property's fair market value as determined by the Allegnehy County Board of Assessment Appeals and Review assessors and is collected by Jordan Tax Service from May through August of each year. A penalty of 10% is assessed to owners who do not pay property taxes by the due date each year. Failure to pay could result in forfeiture of property. Bills are mailed to the owner's last known address. It is the taxpayer's responsibility to keep Jordan Tax Service and Allegheny County informed about current billing information. Failure to receive a bill does not relieve the taxpayer of responsibility for paying it. Many homeowners pay monthly installments for taxes to their mortgage company, which keeps these monies in an escrow account from which they pay the taxes when due.   • The Hampton Police Department has a collection box for unwanted prescription drugs and medications. Residents of the Township can drop off these medications at the Police Department's lobby located at 3101 McCully Rd., Allison Park, PA 15101. The drop-off is anonymous and no questions will be asked and no names taken -- it is completely confidential. The Drug Box will be emptied as often as needed and disposed of in a safe manner. This will help keep dangerous medications out of our landfills, water supply, and out of the hands of unauthorized users.

  • Fingerprint service is available for residents or persons who are employed in Hampton Township, for individuals who require fingerprinting for employment, security clearances, travel, adoptions or any other official reason. This includes all vehicles in public sight that are inoperable for any reason. Vehicles parked on private property can only be removed by the property owner.   • Throughout the year, building and construction projects both great and small are in progress in various locations within the Township of Hampton. These projects range from office building construction to swimming pool installation to roadway alterations and are performed by both private contractors and government departments. Although certain inconveniences to the general public are to be expected during any type of construction, there may be circumstances where noise becomes an unforeseen problem of building construction. Should you have a complaint or concern about the amount of noise caused by a construction project in your area, the Hampton Police will respond to the site.   • Persons or businesses selling goods or requesting donations door-to-door must obtain a solicitor's permit from the Township of Hampton Police Department. Political, religious, charitable and non-profit organizations are not required to obtain a permit.  There is a $100 permit fee and a $25 charge for each individual which is valid for one month. Along with the permit, the solicitor will be issued a photo identification badge. Any time someone comes to your door selling something or asking for donations, ask for identification and their Hampton badge (not the badge from their company). A solicitor's permit is necessary to solicit anywhere in the Township of Hampton, including streets and public buildings as well as private residences. The badge will have the Hampton Logo, the signature of Chief Vulakovich, and the date span.  They should be wearing the badge so it can be clearly seen.

    A "No solicitation" list is provided to the solicitors prohibiting solicitation of residences and businesses on that list. Any business or resident can be added to this list by calling the Police Department (412-486-0400) or by completing the attached form. Should a person solicit without a valid permit, they are subject to fines and/or arrest. All solicitors are restricted to the hours of 9 a.m. to 9 p.m., Monday through Saturday. No solicitation is permitted on Sundays. If a violation is deemed to have occurred, a summons may be issued to the violating person and/or business. A police officer does not need to be present at the time the alleged violation occurs; however, a complainant's testimony will be required if the matter is prosecuted in court. For safety's sake, never pay or donate cash or valuables to a door-to-door solicitor, whether they appear legitimate or not. If a solicitor does not have a Hampton badge or appears fraudulent, contact the Township of Hampton Police Department using 911 to report the complaint.

  • Each year, the Township of Hampton Police Department responds to hundreds of calls that turn out to be false alarms. These are not only an expensive inconvenience to the Hampton Township Police Department, but they also endanger anyone actual suffering from a real emergency. To curtail the number of false alarms, the Township of Hampton has enacted an ordinance to deal with the large number of false alarms the police must respond to. Hampton Township bills a fine of $50 after 3 false alarms in 1 calendar year. If you believe that you did not have a chargeable false alarm you may notify the Police Department in writing to confirm the number of false alarm responses from your home or business and the dates on which they occurred. You will be notified of this information in writing to confirm our records are correct.

  • Fireworks can be fun and spectacular, especially around holidays; however, they can also cause serious injuries and start dangerous fires. For these reasons, it is illegal to possess, transport, discharge, or sell fireworks within the Township of Hampton. Only with a fireworks permit from the state can your event include fireworks. Permit requirements include specifications on the launching area, the number of fire personnel that must be present during ignition, and stipulations on the presence of a licensed pyrotechnic operator at the firing. Hampton Township enforces the BOCA Code which prohibits the use of fireworks.   • Owners of vehicles that are parked illegally anywhere public or private in the Township of Hampton are subject to fines and penalties assessed by the Township of Hampton and the Pennsylvania Motor Vehicle Code. Vehicles parked in fire lanes, intersections, unauthorized parking spots, expired meters, or other illegal locations will be ticketed. If the vehicle is not moved within 24 hours, it will be towed at the owner's expense. Vehicles parked on private property may be towed only by the owner of the property. Property owners towing any vehicle from their property should notify the police to avoid the vehicle's owner reporting it as being stolen. The vehicle may be towed by the police if it is parked in a hazardous or dangerous location as authorized by the Pennsylvania Motor Vehicle Code Title 75.   • Open burning is regulated by Hampton Township Ordinance No. 681. Many years ago Pittsburgh was known around the world as the "Smoky City" due to the extensive emissions from our mills and factories. The pollution was so bad that on some days you couldn't see from one end of the street to another. But, right after Word War II, the City of Pittsburgh and Allegheny County passed a number of ordinances to control air pollution, including restrictions on outdoor burning. At one time open fires in Allegheny County were virtually abolished, but over the years there have been exceptions made to those restrictions at the county and municipal levels. Unfortunately, there is a great deal of confusion about what is allowed and not allowed when it comes to outdoor fires.   • Because certain sounds at certain levels can be harmful to the health and welfare of citizens, Hampton Township has adopted a noise ordinance that prohibits excessive and annoying sounds within Hampton Township limits. The ordinance regulates specific times certain noise sources can be operated and defines noise limits within the township. The Township of Hampton Police Department insures that this ordinance is obeyed by responding to noise complaints throughout the community. Events or actions may be prohibited if they cause a noise disturbance. These include continuously barking dogs, noisy construction equipment, horns and signaling devices not being used for a danger warning, stereos and televisions, engine repair and testing, or excessive party noise. Violation of this ordinance is a summary offense and can result in fines up to $300. Besides being the law, this ordinance is a common sense practice to avoid injury, illness, or loss of your dog. Dogs roaming freely are in violation of the Pennsylvania State Dog Law and the Hampton Township Ordinance and are subject to impoundment by the Township of Hampton Police Department.   • Barking dogs and other loud or nuisance animals bring frequent complaints to the Township of Hampton Police Department particularly in warm weather when windows are open. Not only is it extremely inconsiderate to allow dogs to bark excessively or continuously, but it is also against the law. Owners of barking dogs may be in violation of the noise ordinance. Violations are punishable by law. Fines can range between $75 and $300 plus court costs. The Police Department investigates all complaints of barking dogs in the Township of Hampton.   • It is a violation of the Township of Hampton law for pet owners who fail to exercise proper care and control of their animals to prevent them from becoming a public nuisance. This includes excessive, continuous or untimely barking, attacking people or domestic animals, chasing vehicles, and trespassing or damaging private property. The following action for such cases is suggested:
    1. Talk to the owners of the animal. They may not realize the animal is creating a problem
    2. If Step 1 is unsuccessful and you know the owners' names and address, send a certified letter to them (return receipt requested) outlining the problem
    3. If all else fails, swear out a complaint and take the owner to court. Fines will be between $75.00 and $300 per incident plus court costs
    The Township of Hampton Police Department investigates such complaints; however, if the animal control officers contracted through Hampton Township or the police officer do not witness these violations, they cannot act upon them. As an alternative, citizens can go to the District Magistrate, Thomas Swan, to swear out a complaint and take the offenders to court.

  • The Hampton Township Ordinance requires that the owner, keeper or walker of any dog must immediately remove the dog's excrement from public or private property. According to the ordinance, the owner does not have to immediately remove the dog's excrement from his or her property, even though it would be a good gesture to remove the excrement within a reasonable amount of time. Removing excrement can easily be done with a newspaper when the dog squats down or with purchased products exclusively designed to pick up dog excrement. Violation of this ordinance could result in a fine of not less than $75 or more than $300 plus court costs. This is a summary offense and police cannot issue a summons for this violation unless they actually view the offense; however, any citizen who sees this violation can request that the Magistrate issue a summons for the offender.   • To better assist our customers, we are working on an on-line rental booking system for the Hampton Community Center for certain rooms. Our goal is to help inquiring rentals know what dates are available as well as shorten the rental inquiry process. We anticipate having our online system up and running by mid-January 2025.

  • A rental arrival and departure agreement will be sign upon your booking meeting with the Rental Coordinator. The times written on your rental agreement are the only times you will permitted in your room. When booking your rental please keep in mind if you will need additional time to decorate, or end time to clean up.

    Open gym is FREE with a Fitness or Center Membership and $3 per day for a non-member. 

    Open Gym time is designated for non-structured free play opportunities. Scheduled, organized team practices and / or private instruction is not permitted during open gym times. 

    Any children under 10 years of age must be accompanied at all times by an adult (18 or older) as is the policy throughout the Community Center.

  • The Stormwater Collection, Management, and Pollution Control (SCMPC) Fee will aid in achieving goals shown below:

    1. Provide funding for unfunded state and federal mandates of the MS4 (Municipal Separate Storm Sewer System) Program.

    2. Fund capital improvements / operation and maintenance of aging infrastructure.

    3. Provide funding to address stormwater pollution and flooding issues to protect people and property as well as safe drinking water.

  • Bills will be issued three times a year, or another regular periodic basis, not less than annually.  The fee may be billed separately.  Property owners can pay in full to receive a 2% discount if paid in the first 30 days of the calendar year.

  • All floods and most polluted waterways have one thing in common: stormwater runoff.  Stormwater runoff is the fastest growing type of water pollution in Pennsylvania.  When rain falls or snow melts faster than it can soak into the ground, the runoff ends up in local waterways.  When more runoff reaches those waterways than they can hold, they flood.  Stormwater runoff isn’t just muddy, it’s dirty too.  Water running off streets and parking lots carries chemical fertilizer, oil, animal waste, and trash into the waterways.

  • The monthly fee for a single family residential property is $9.58 per month, or $115 annually.  It is low because all properties pay, and the total is enough to make real investment that will make a difference.  The fee is based upon impervious surface area called an Equivalent Residential Unit (ERU), which totals 3,300 square feet.  Non-residential customers pay per ERU, which is based on the total impervious surface area measured on the property.

  • Even if rainwater leaves your property without causing problems for you today, that runoff may cause a problem for someone else downstream or may become an issue for you in the future if nothing is done to properly manage stormwater runoff.

  • The primary reasons are due to increased enforcement and requirements of unfunded mandates as well as aging infrastructure.  A stormwater utility fee is the best option as it is founded on providing a service, in this case it’s the care and custody of stormwater (collection, management, and pollution control).  These stormwater expenses cannot be ignored.  Non-compliance with mandates creates a potential for heavy fines and penalties from the PA DEP and the EPA.  Flooding and pollution impact all life, including human, plants, and animals.

  • Section 2705 of the Second Class Township Code requires the SCMPC fee must be reasonable, uniform and related to the service provided, and further requires that the funds must be used strictly for the purpose of stormwater management to prevent pollution and floods.

  • The Township has a credit system that rewards property owners for taking steps set forth in the SCMPC Fee Credit Manual, including rock sumps, rain gardens, permeable pavement, infiltration basins, bed or trench, underground detention, green roofs, dry extended ponds, or stormwater treatment channels.

  • The SCMPC fee will allow the Township to fund the following types of improvements:

    1. Improve current clogged, broken or corroded storm pipes to handle increased volumes of stormwater runoff; reducing pollution and floods

    2. Plant trees and create other green areas for rain to fall, reducing the amount of runoff currently coming from sidewalks and streets

    3. Restore heavily eroded streambanks to improve soil retention and decrease the frequency of stream flooding
